#390 WSGI app cannot access /etc/ipsilon and /var/lib/ipsilon

Reopen Issue

On a fresh install from EPEL9, those paths are owned by root with o-r, so the ipsilon user that runs the WSGIapp cannot access them.

By chowning them to ipsilon:ipsilon I can get further using ipsilon.
