Issue #1177: Use packageListBlock should raise better message GenericError without use force and for non-existing pkg - koji

Steps to Reproduce:

Run a packageListBlock without use force for non-existing pkg.

Actual result:

GenericError: owner not specified

Expected result:

Something better error message that you cannot use packageListBlock without use packageListAdd as first.
