From what I understand taginfo webpage Packages field incl. package which are blocked (i.e. not included). Also maybe we can pick one wording between CLI and webpage (packageinfo)? "Included" (web page) vs "Blocked" (CLI).

nss-util is added to f31, but then "Blocked" (according to CLI), but it's not "Included".

Usage: koji list-pkgs [options] [..] --show-blocked Show blocked packages [..]
Looks like Fedora adds most of the packages to particular release and then just blocks what's not needed, deprecated, dead, etc.

The blocked filtration should probably be handled in the listPackages call so that the cli and webui are doing the same thing.
We might also want to have the webui default to not show blocked entries, as the cli does, and add an option there to show them.
