It is no more used in any daemon code (replaced by host.getLoadData + host.openTask). It should be safe to remove it from API - I don't think, it is something which should be ever used by any plugin.

Should this be deprecated before removal?

Yes, we can deprecate it in 1.18 and remove in 1.19. @mikem?
