In #1751 we've hit a problem, that we targeted too new version of postgres. Which versions we want to support? PG pages says, 9.4 and newer are supported. Does it make sense to align with them?
PostgreSQL 9.4 is available via SCL, but 9.2 is what is in EL7 base...
Speaking with hat of person who runs Koji instance on EL7: would be nice if it would work with default version of pgsql in the system (which is 9.2 I believe).
Speaking with hat of person who prefers features/speed over the compatibility and runs Koji instance on Fedora: If there are speed/feature advantage of having Koji on latest pgsql, make it a requirement.

Let's agree on 9.2 (based on RHEL7) for now. If there will be something really beneficial, let's revisit it.
I've technically hit only problem with old partitioning, which led me to put #1823 only in docs, not into the base koji. But it is completely optional anyway, so not a big deal.
