#1881 koji-sweep-db with option sessions-age=0 makes koji unable to accept new tasks

Steps to reproduce

run following command on koji-hub:

koji-sweep-db --verbose --sessions-age=0

Result
All following tasks stuck in FREE state.

Even though this combination doesn't make much sense in real life is necessary for QE.

You've to restart builder, if you've deleted its session.
