#2428 wrapperRPM API does not check URL before task creation

wrapperRPM accepts any URL and task is created. If there is a mistake in URL it takes some time before an error appears. This can be checked before task creation.

It is consistent with other usecases. URL needn't to be accessible from client or hub (in opposite URL can be accessible from those location but not from the builder). Only builder can be sure that url is in/valid.
