#271 [RFE] refine the workflow of Content Generator to make it can deal with the nvr conflict and importing failure

Currently, koji doesn't hold a build for a CG before it completes. If other task took this nvr even it's failed or canceled, CGimport would be failed.
Now, OSBS has a workagroud to use the getNextRelease() API method to discover what to use for the release field for automated rebuilds.
We should investigate a robuster mechanism to make the logic much more reasonable
