#2806 dist-repo can run write-signed-rpms first

dist-repo can fail on missing reconstructed signed rpms because of GC or because they were never written to disk. We can add an option to run write-signed-rpms for given tag. Problem is that while dist-repo needs only dist-repo permission, write-signed-rpms needs sign. We have to handle this somehow.
