#3188 kojira is not correctly handling failed newRepo tasks

Reopen Issue

In case newRepo fails, it looks that kojira will drop the repo from needed_repos without retrying the task. I've discovered it when /mnt/koji was unmounted from createrepo builder, so all tasks failed on missing repo directory.

Metadata Update from @tkopecek:
- Custom field Size adjusted to None
- Issue close_status updated to: Insufficient data
- Issue set to the milestone: None (was: 1.29)
- Issue status updated to: Closed (was: Open)

Not able to reproduce.
