#3696 1.32.0 seems to have two different schema upgrade files?

There seems to be two schema update files in 1.32.0:

-rw-r--r--. 1 kevin kevin 530 Feb 16 00:20 schema-update-1.31-1.32.sql
-rw-r--r--. 1 kevin kevin 621 Feb 16 00:20 schema-upgrade-1.31-1.32.sql

I think both of them need applied? The older ones were all 'schema-upgrade-...'
