#3739 Sidetag CLI: OptionParser instead of ArgumentParser for consistency with all CLI commands

After discuss with @tkopecek we wanted to move parser in sidetag CLI plugin from ArgumentParser to OptionParser, when all CLI commands are using OptionParser.
