#4163 download-logs doesn't download build logs for completed builds

--nvr option now checks only corresponding task_id. This is not sufficient as the task could be already cleaned, but logs are still attached to a build. As (almost) every rpm build has task_id it will never proceed to getBuildLogs branch. If task part hadn't downloaded anything, build part should be tried.
