Ever since CentOS Stream Koji was updated to 1.35, some of our Image Factory images get failed even though the images were built correctly. They fail with
GenericError: Error importing build log. /mnt/kojishare/koji/vol/koji02/packages/CentOS-Stream-GenericCloud/10/20250723.0/data/logs/image/mock_config.log already exists.
It is always the same three images. Other images being built at the same time, pass.

We looked to make sure there was nothing conflicting, and as far as we can see, there isn't. Here is one of the areas.

This appears to be #4231, which was fixed in Koji 1.35.3 last March. It appears you might be running 1.35.2?
1.35.3 was a fairly small release, but there are a few fixes there that you probably want, like this one.
It looks like EPEL doesn't have a build of 1.35.3 yet. Perhaps this is why you wound up with .2?
