Investigating why it doesn't work.

Got Zuul CI to run in #24 by configuring the missing pieces from the Zuul-based CI docs in settings:

  • Add the Webhook URL
  • Add the Zuul user (ticket)

@asaleh Was there anything else you wanted to change in our Zuul config, or is this done?
