As a person operating Fedora infrastructure,
I want that an official Fedora/EPEL package of mirrors-countme is installed on log01,
mirrors-countme
so I don't run into issues with scattered around legacy versions of the source tree.
Smooge noticed a very old copy of the mirrors-countme Python package installed into /usr/local which caused errors.

After some issues around SCM automation, the repository is available and set up with the correct permissions. Version 0.0.5 is built in Fedora, but the EPEL8 build needs a workaround because of the old pytest version available in EL8.
And here's the workaround: #42
Version 0.0.6 (with the abovementioned workaround) is built in all Fedora versions and EPEL8, and available as an update for all except F35 (which is in beta freeze right now).
