Shouldn't the modules built against Rawhide go through BODHI in a similar fashion as packages do nowadays?

It should, by I think the problem is that Fedora's CI does yet support modules.

I forwarded your request to Bodhi https://github.com/fedora-infra/bodhi/issues/4318 which is closer to Fedora infrastructure which handles the updates. I will close your request once clarified which part of the infrastructure is responsible for submitting the updates.

It was confirmed the issue is in Bodhi code. Please watch that ticket instead.
