Add module scratch build proposal to public repository.

I've just read the proposal and it makes sense to me. I like the idea of choosing a subset of SRPMs to be scratch-built as well as a possibility to submit those SRPMs as local files.

Although I'd also give space to others with deeper understanding of Koji for some of the details about tagging --- specifically about how expensive is it to create those tags? How long we want to keep them there?
