Ken (kgiusti) is not in the packager group currently but would like to become a packager. He's the upstream developer for Pyngus and would like to help maintain the python-pyngus package in Fedora.
I think Ken should follow the usual procedure: https://fedoraproject.org/wiki/Join_the_package_collection_maintainers
That is, somehow demonstrate he's familiar with RPM packaging. A good way to do that is doing a couple of informal package reviews (I think you can then paste the link here).

I think he was following:

But perhaps mcpierce could clarify and confirm that he is willing to mentor them.

That is correct. At this time Ken is only interested in helping to package the Pyngus package, and I'm going to mentor him.
Done. I have added them to the packager group.
They should now be able to login to pkgdb and request co-maintainership.
