The rules to get write access to fedorapeople.org are clearly defined. You have to be member at least of two groups. It mostly means become packager and THEN get fedorapeople write access.
Generally, your first package have to be hosted somewhere else, all following, you can publish on fedorapeople.

That saying, -1 from me.

We actually most often grant these requests, but it's just the wrong trac instance for it, it should have been opened on the infrastructure trac.

(@jvanek: it's true that the rules a bit murky, and with copr available it's not really necessary anymore to have space of fp.o, but in general we give the permission to anyone who asks).
