I would suggest starting by doing a bump and rebuild of libblkio:

• Check out the Fedora dist-git package using fedpkg clone libblkio
• Bump the Release field from 2 to 3 and add a new %changelog entry.
• Push the change
• fedpkg build
• Observe that the package builds in Koji

I tried to add you as an admin to libblkio (https://src.fedoraproject.org/rpms/libblkio/adduser) but it says:

 This user must be in one of the following groups to be allowed to be added to this project: packager

I guess this must be a temporary problem.

They must log out of pagure and back in so that it refreshes the group memberships. Then you will be able to give them additional privileges.
