There is some document about categorizing fontconfig priorities in fonts-rpm-macros though, how it is actually assigned depends on packagers.
That works in some cases but it doesn't in some cases.

We should at least have some clarification in Packaging Guidelines to reserve a number for our default fonts because it will affects and be visible to us if priority is set mistakenly.
