#764 Add meson and ninja macros for MinGW

Please add the new Meson and Ninja macros to the MinGW toolchain macros. They are added in mingw-filesystem >= 104:

  • %mingw_meson: Call the meson binary for all the configured targets
  • %mingw_ninja: Call the ninja binary for all the configured targets

plus the two %mingw32_* and %mingw64_* variants. These were added in version 104.

It seemed relatively straightforward to fill in the table, but I personally know nothing at all of mings so I do not know if I have all of the values correct. This is why we request drafts, not just tickets requesting that we add things.

Please double check the last two changes I made to that guideline page.
