In section Handling Locale Files,
the correct way of handling localised manpages
is defined to be %find_lang --with-man.
To make this information easier to discover,
a mention and a link is added to Manpages section.

In general I think the whole Handling Locale Files section needs more significant work, but I don't see how this makes things any worse.
