GIthub has both "star" and "watch" - at least having the watching functionality is really useful since it lets people easily keep up with multiple projects and other developers.

This would also need some sort of page where you get "notifications" from your watched projects. Maybe a panel on the main user page?

Is the pull request to watch projects or users or both? Would you know by any chance?

"Watching users" is, i guess, following them. I think the pull request is just for the projects. Not sure though.
