There are some use cases not served by the current static list of statuses.

1. For infrastructure I often want to close an issue as 'upstream'. Meaning that I have let upstream know about this issue and we will get the fix when they fix it and do a new release.

2. For packager-sponsors we want to close things as 'accepted' or 'rejected', since it's a request to add someone to a group or not.

So, the simple thing here would just be to add these statuses to the static list.

However, perhaps we should make it show "Open" and "Closed" and allow the Closed substatuses to be customized? It looks like all those substatuses of Closed are just tags? Perhaps when you select Closed it could open a submenu with all the tags and then it would mark it Closed/with those tags?
