#1590 Clean up the logic of update_issue in pagure.ui.issues

The method update_issue in pagure.ui.issues is currently one big chunk of code.

We should split it into two:
* Part of the logic allowed for everyone (add a comment mainly)
* Part of the logic allowed for people with commits (and later for people allowed to edit issues)
