Additional to the email notification, a "generic comment" should be added to the Issue that states what meta-data was changed, and who made the change. Right now meta-data updates happen silently and anonymously.

Working on this. For now the plan is just to add a comment card (like what we do when issues are closed).

Perhaps a future RFE would be to extend the custom fields to have an email notification flag.

Here is a screenshot showing the fix in action. PR is on its way...
