Issue #1904: Comment with no text in the issue when submitted behaves wierd - pagure

To reproduce:
a)Dont type anything on the comment area of an issue
b)click on Update issue

you will find yourself to be at :

Except that this is for pull-requests, not for issues...

I guess for issues also, we should show some message.
