Here non-ascii characters are shown as '?' whereas Fedorahosted.org show correct non-ascii characters.

Could you check how it looks like on the JSON representation of this ticket? If it doesn't look right then, it is likely something with the importer, as pagure in general as no problem displaying non-ascii characters: ¡²éðßœþ®hçËò
