Issue #2166: Add placeholder to "File request pull" - pagure

Add placeholder (those blinking dots) until list of branches is loaded (it may take 5-20 seconds) after a user clicked on "File request pull"

New users may not expect that they should wait until list of branches is shown and can close it prematurely (been there)
