This happens while adding tags. Steps to replicate

1. Enter Settings and start to add tags
2. Click Add New Tag button twice, put a name in one tag name input box, and leave another empty.
3. Update

I thought the empty one could be ignored, but not. As per title, it is shown on top of Settings page. If the empty one can be ignored, I vote for it.
