Today I have updated two pull requests by force pushing content into the branch. A comment about this is correctly added, a message is sent, but a rebuild in Pagure CI is not automatically triggered.

When I ask for it with the magic comment, everything works as expected.

I've seen this as well and need to track it down, it's annoying :(
