#3500 Enable authenticated users to edit ticket metadata

I'd like to have a repo where any authenticated user can edit the ticket metadata. Currently, this requires manually adding users to a group or to the repo. It would be helpful to allow admins to opt-in to allowing permissions for any authenticated user.

Let anyone in a project tag a ticket: ready-for-review, pending-triage or set a particular milestones (for example the F30 or the F31).
