#3621 Issues list metadata for assigned tooltips

Currently, the metadata display on the right of an issue in the issue list shows the assignee (is there is one). Currently, the tooltip for the "assigned" icon and the user icon next to it only shows the username. We should add "assigned to $username" or something similar here.
