It seems there are plenty settings now, but I cannot find one for upstream release monitoring. IIRC it has been there in older versions.

No it was never part of pagure itself, it is now controlled in https://pagure.io/releng/fedora-scm-requests using pull-requests (cf the last section of the README Anitya settings)

Going to close this ticket as invalid since it does not concern pagure itself.
