Would there be a way to allow a project to refer/block/depend on issues or PRs in other projects? For example, we have tickets in the neuro-sig that depend on some infra tickets. At the moment, one has to manually check the status of the infra tickets.

If not depend/block, would it be possible to notify tickets of state changes to one another maybe?

This would be great and we already have a ticket about it: #3409
