#4696 Most of the changes in requests repo contain change in project.access_users.ticket list.

Almost every time there is an update to PR in our repo (389-ds-base), the change to the requests repo contains diff in project.access_users.ticket list.
The sort order in the python list or js array is maintained. Not sure why it gets sorted every time differently.
