After merging #450, we will be able to change PR comments, but only the global ones.
We should make sure that the in-file comments can also be changed to not confuse people

No, because #457 is meant to track progress of having the form in-line with the page (so that you don't go to a different page when you hit Edit, but get the same in-page editing experience as you have for creating a new comment), this ticket is to enable editing the comments made in-file.
