According to https://docs.fedoraproject.org/en-US/fesco/Packager_sponsor_policy/#open_prs

Opening pull requests to fix issues in existing packages is an excellent way to help other package maintainers, and demonstrate expertise.

But at https://src.fedoraproject.org/fork/matthickford/rpms/golang-x-oauth2 when I try to clone in order to make a pull request, I see the message:

Only members of the packager group(s) can clone via ssh
