I have created a fork of mysql8.0 and the repository permissions are being updated for over 3 weeks now. I have been able to push into the repository and even create a pull request but the pull request could not be merged. I tried to push the branches from the original repo into the fork hoping it would solve the issue but no such luck. The worst problem is that the repo cannot be deleted wile the permissions are being updated so I can't even just delete the fork and make a new one.

Note that this is a issue for the src.fedoraproject.org instance of pagure, not really pagure upstream (unless figuring out why this happens and fixing it).

Anyhow, I have cleared that read-only flag there. You should be able to delete or use that fork now.
