When a new repository is created, the overview tab has information that there is no content (example). However, once content gets pushed into the repo, and if there is not a README file, the sidebar gets stretched across the whole page (example).
I think the sidebar with branches and latest commits should never stretch like that. Maybe there could even be a box saying something like "Create a README in the repository to add content to this page.".
I was kinda made this way in purpose, among other so that when viewing git repo that do not aim for having a README the front page doesn't look entirely empty.

My use case was motivated by this: List of branches on the left, New PR buttons on the right. Finding which button you want is slightly annoying. I added the readme, which fixed this.
Maybe we could make it easier to find the right button in this case indeed.
I'm kind of leaning towards no having the sidebar stretch -- for pagure.io, i think the idea of having a box their saying there is no readme (and details on how to add one if you have commit access) is a good idea.
For the fedpkg example, ultimately the where the readme is shown, we should have some description of the package (maybe populated from the specfile) but that is really a custom feature for that pagure instance, rather than pagure as a whole.
