I open https://pagure.io/browse/projects/, type in "pungi", hit Enter (without waiting for the pop-up results, because I want to see all search results on a single page, not as popups), and I'm returned to https://pagure.io/browse/projects/ with all the projects listed, instead of search results.

This is actually the expected behavior for now.

There is however a 'bug' in it which is the fact that the enter key triggers something, this has been fixed in: https://pagure.io/pagure/pull-request/826 and will be part of the next release.
