Do you want a default for ADMIN_GROUP?

If it's a list, maybe name it ADMIN_GROUPS?

This group thing seem to be unused actually..

It is used

GROUPS would make sense but renaming this would break every deployed pagure instance

This isn't default, this is an example file (and there is a default: 'sysadmin-main')

Ah, okay. I thought you were planning on adding that in this release.
