#1519 Use `project.fullname` in X-Pagure-Project header

This will make the header include the project's namespace and
forks/username (if it's a fork). Note this could cause some
procmail filters that use capturing to start putting the mails
in subdirectories unexpectedly, so should probably be announced.

Also note there don't seem to be any tests that cover this, and I'm too lazy to write any on a Sunday afternoon. But...it probably should be tested.

I'm not too worried about the lack of unit-tests for this part but I agree we should announce it.
