a bunch more CSS cleanup

each commit has details about each change, but two notable changes are:

  • Include fedora-bootstrap 1.3.0 in the pagure.io theme (and bundle it in the theme rather than pull from fp.org)
  • change the bundled bootstrap to latest upstream 4.1.3 in the default theme

Looks like it conflicts :(
