#4241 Provide full repospanner reponame for aclchecker/repobridge

This will make repospanner integration work out-of-the-box with the default config. I guess this means we should make _repospanner_repo_name a "public" method by removing the first underscore, but I don't think that's too important ATM (it's already being used elsewhere too).
