Fixes issue #818

Made the header search not submit when enter is pressed. this enter handing, and the submission of the form is done in the selectize portion of the js.

This works for projects but doesn't for users and groups

Okies, updated it for the grouplist, userlist, as well as the user detail and group details pages (those also have the search at the top)

Good catch on the user's page and the group's page, I had missed those :)
