As part of the ELN work, there are a number of people that submit PRs. Right now, only @jkaluza can commit/merge these which means we're dependent on his availability. This is unfair to him and creates a bottleneck.

I propose we extend commit privileges to myself and @jimbair. Review of PRs and changes should still happen as normal, but this would allow us to merge changes during the US afternoon and land them in the next compose done early in the morning.
