As explained in commit 337d2a999cc31e36b95fe3259cb00c29f6d7ba9e, if a user does not specify a "create_jigdo = False" option, Pungi requires the jigdo binary, even if there are no images configured.

It would be great default create_jidgo to False so that Pungi is a bit easier to run in a minimal environment with minimal configurations.

"create_jigdo = False" is copied-and-pasted across many locations now. It would be great to avoid it altogether.

Commit 94ffa1c5 fixes this issue
